About Emma Ek Österberg

Background
Ph.D in Public Administration.

Research interests
My research interest primarily concerns control and organisation in the public sector. More specifically, I am interested in how control is achieved, with a particular focus on scrutiny, and also in how organisations are made amenable to control. These are issues that lie in the borderland between public administration, organisation theory and accounting. The issues are linked to how complex phenomena such as, for instance, quality and efficiency are made measurable and how measurability and scrutability are organised in public operations.

Current research projects
Considerable scrutiny is currently taking place in the public sector, and as far as can be judged scrutiny has become an increasingly widespread technique for controlling and supervising enterprises. Scrutiny exists in various forms – for example, evaluation, inspection, audit, and accreditation. My thesis project deals with inspection, and the overriding question to be answered is how inspection is made possible – how are public operations made inspectable? The essence of this is the inspected, and the starting point is that they are not just the receiver of inspection, but also active to a great extent in the implementation and use of inspection. In an ethnographically inspired study into inspection in schools and geriatric care an analysis was carried out of how the everyday (indicators, statistics, meetings, conversations, documents, reports, correspondence) contributes to the creation of an inspection object that becomes possible for the inspectors to assess, and of how the inspection is interpreted and used by the inspected

Another ongoing project, together with Gustaf Kastberg (University of Lund), is on inspection as a standardisation process, in which the development of inspection in the social field is being studied.

Teaching
I participate in teaching the School of Public Administration's bachelor and master's programmes and in contract education. Within contract education, I teach scrutiny and, more specifically, how it controls as well as about the challenges associated with measuring the results of scrutiny. In the framework of the bachelor programme in public administration, I have during recent years primarily taught control and organisation as well as supervising bachelor's projects and master's theses. I have also previously taught the theory of science and method.

Collaboration
I am involved in the School of Public Administration's contract education programme and also regularly participate in seminars and workshops in the scrutiny field. In terms of research, I am collaborating in several networks, including a network for research into the public sector (NOOS).
